Dear all,
It has been brought to my attention that it would be recommended to extend the duration of the project from 3 to (five) 5 years (as suggested by the Programme Office in the first negotiation) for the following main reason :
The amortization period for the fuel cell vehicle and the infrastructure cost, and the time to submit the additional operational and maintenance cost for the fuel cell buses and infrastructure are subject to the duration of the program. Considering the production time of the buses of approx. 12 months, the amortization period and actual operation of the buses can be extended to 4 years.
The Programme Office also pointed out that the contribution will be pro rata the write-off in accordance to general accounting principles as used in your company. If demonstration projects are written-off in 5 years in your company, the JTI contribution will be 4/5th of the total contribution granted. If the demonstration period is only 2 years, the contribution will be limited to 2/5th of the contribution granted.
On the other hand, some other costs of the partners that were planned to be incurred during the first two years in accordance with the time frame as submitted may now be spread over a longer period of time. The total budget and the contributions granted cannot be increased because of a prolonged duration of the project.
In conclusion and as we are approaching the final stages of the proposal leading to the Grant Agreement, I suggest to change the duration to FIVE years from contract date (of Grant Agreement).
Should you object to this change, please let us know as soon as possible but no later than September 5, 2011.
