Point of fact: Handgun wounds result in a fatality only about 20% of the time; long gun (rifles and shotguns) wounds kill about 80% of the time.
pfcgos has it right: Most trainers teach the shooter to aim for Center Of Mass (COM). This is far easier to achieve than a shot to the arm or leg; those arm or leg shots only occur in the movies.
Like driving, if you have never shot a gun,or even had any realistic training, you cannot expect to appreciate just how difficult it is to shoot an arm or leg. In practice, when you are under stress and the adrenaline is running, it becomes far, far more difficult.
It's for this reason that police and civilian shooters are trained to shoot to stop the threat, not to shoot to kill.
Interesting fact, since Ferguson is fresh in a lot of people's minds: It should be noted that Officer Wilson didn't have a taser. If he had, it might have given him a nonlethal method of keeping control, but he didn't.
